The Committee on the Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 4578 – A BILL to amend the Code of West Virginia, 1931, as amended by adding thereto a new section designated §60A-4-414 relating to creating the felony offenses of conspiring to manufacture, deliver or possess with intent to deliver schedule I or II narcotic drugs, conspiring to transport schedule I or II narcotic drugs into the state with the intent to deliver, conspiring to manufacture or attempting to manufacture methamphetamine and the offense of being an organizer, leader, financier or manager of such a conspiracy; setting forth elements of offenses; and establishing penalties for such offenses.
